Indicator Reference

What is an indicator?

An indicator describes an observable signal of organisational infrastructure. Each indicator:

Has a stable concept ID (e.g., NDI-2cdbgj) derived deterministically from its name
Is versioned — a new version is created when criteria change, but the concept ID stays the same
Is assessed using one or more evidence categories (inferred, declared, validated)
Is organised into one or more domains via the taxonomy

Indicator structure

Every indicator exists at two levels:

Concept file
